Description

Key Responsibilities

  1. Financial Management:

o Develop and manage budgets for federal programs and projects.

o Monitor expenditures and ensure compliance with budgetary constraints.

o Prepare and analyze financial reports, ensuring accuracy and compliance with federal guidelines.

o Conduct financial forecasting and risk assessment to inform decision-making.

o Analyze actual costs and understand if improper cost allocations have occurred on assigned projects; assist in correcting as needed.

  1. Contract Administration:

o Review, draft, and negotiate federal contracts and cooperative agreements.

o Ensure all contracts comply with federal regulations, policies, and procedures.

o Monitor contract performance and ensure all contractual obligations are met.

o Manage contract modifications, extensions, and renewals.

  1. Compliance and Audit:

o Ensure compliance with all relevant federal regulations and organizational policies.

o Prepare for and assist in federal audits and reviews.

o Implement corrective actions to address audit findings and recommendations.

o Maintain accurate and up-to-date records of financial and contractual activities.

  1. Stakeholder Collaboration:

o Liaise with program managers, financial officers, and contracting officers to provide expert advice and support.

o Collaborate with federal agencies, vendors, and other stakeholders to resolve financial and contractual issues.

o Facilitate training and knowledge sharing on financial and contractual best practices.

  1. Process Improvement:

o Identify opportunities for improving financial and contractual processes.

o Develop and implement process enhancements to increase efficiency and effectiveness.

o Stay current with changes in federal regulations and best practices in financial and contract management.

Required Qualifications

  • Bachelor's degree in finance, accounting, business administration or a related field.
  • Minimum of 5 years of experience in federal financial management and contract administration.
  • In-depth knowledge of federal financial regulations and contracting procedures.
  • Proficiency in financial management software and tools.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent communication and interpersonal abilities.
  • Certification in Federal Contract Management (CFCM) or Certified Government Financial Manager (CGFM) preferred.
